The United Federation of Independent Democratically Governed City States is a federal "micronation", consisting of a number of independent City States, each of whom elects one representative to a governing council called the Bureaucracy. The remainder of the population is called the Proletariat, and takes no part in the governance of the United Federation. Hence the political system of the United Federation is best described as a ‘dictatorship of the bureaucracy’.
Each City State has only one citizen, and its territory consists of the private room(s) (bedroom, college room, etc) of that citizen. City States are required to hold elections every six months in their territories to select a representative to the Bureaucracy. The leader of the Bureaucracy, with the title General Secretary of the Bureaucracy, is elected from among the Bureaucrats by the Proletariat every twelve months. The General Secretary holds ultimate political and judicial power in the United Federation.
Life in the United Federation of Independent Democratically Governed City States is very cosy. The Bureaucrats only ever act in the best interests of the Bureaucracy, often at the expense of the Proletariat, however as every citizen is a member of the Bureaucracy, everything works out to the best.
The Bureaucracy meets on a regular basis, ostensibly to discuss matters of political importance to the United Federation. All its actions are governed by the Constitution, which, like the Bureaucracy itself, exists to protect the privileges of the Bureaucracy. The entire system operates on the principle expressed so elegantly by George Orwell:
ALL ANIMALS ARE EQUAL
BUT SOME ANIMALS ARE MORE EQUAL THAN OTHERS.
